Credit for taxes paid to another state

My return shows that I will receive a refund from IL. Can I claim the credit for taxes paid to another state in MO, or no since I'm getting a refund?

    You still may qualify for credit for taxes paid to another state. While you are getting a refund, it is still possible that you have paid some taxes to IL. For example, say you had 3,000 in taxes withheld for IL but when you prepared the IL state tax return, you were getting a refund of 1,000. This means you still paid 2,000 in IL taxes and that is likely to count for the Credit for Taxes Paid to Another State.
