why has the form 4136 has not cleared for transmission when IRS show that the form was released

Often when we are working on the current year return a form will not be finalized and say "Draft Form - Do Not Mail" on it.

You can still efile your return, but the form is a draft and not ready to mail. Please check back if you need to mail your return. When that watermark is gone, you can print and mail your return.
