1099-INT Payer ID
EDIT: RESOLVED. Leaving up in case someone else has the same issue. I believe what happened is when uploading it, since the 1099-INT has the state on it, that information is uploaded automatically. But the only way to get to that point when filling out the 1099-INT manually is if you select that there is state withholding, which made it think there was state withholding even if there wasn't. So I selected there was so I could see the state, made it blank, and then said there was no withholding. I was able to continue. Here's hoping nothing bad comes from that!
When trying to complete my return I am receiving the tax alert below. How do I enter this information when it is blank? All I have on the form is a Payer's TIN, no specific state ID. At the end it is saying I must mail in my state tax return because of this. I feel I must be missing something obvious. There is no state withholding so from what I can gather it shouldn't be required. Is there a workaround?
Double Check Form 1099-INT Payer's State ID
A State Payer ID for Kentucky on Form 1099-INT can't be less than 9 digits long or blank. If the Kentucky State Payer ID listed on your Form 1099-INT is less than 9 digits long or blank, you should contact the withholding entity to get the correct Payer ID.
The following Form 1099-INT(s) have a State Payer ID that is blank or less than 9 digits long for Kentucky:
- SOFI BANK, NA
If you need to change the Kentucky State Payer ID, go back to the Your Investment and Savings Accounts screen. If it's already correctly entered or wasn't provided to you, you may continue, but you'll need to mail in your return.

Had this same issue. I did the automatic upload of 1099-INT and it has the State field filled out. You can not clear the alert to e-file until it thinks the KY state id field is filled out. Did the above and it resolved straight away. I also assume if you delete and fill out manually it would work as well.
