Yes, payment for the state tax return remains.
It is very rare for a state tax return by itself to be rejected with electronic filing. You may need to make a correction and resubmit the return.
Typcially, the federal return is transmitted first and the state tax return immediately thereafter. If however, the federal return is rejected for some reason, the state tax return is also automatically rejected.
When a tax return is rejected, there is always a reason for it, and you have an opportunity to make the correction and resubmit the return electronically. Sometimes however, a tax return needs to be printed, signed, and dated, then mailed.
