    Hi jreturetasr,

Sorry you're having a hard time getting refunds for prior years.

From what I read, it sounds like you have an issue with the IRS regarding an IP PIN. You'll need your most current Identity Protection PIN (IP PIN) to file any prior year return. You'll need to print, sign and date, and mail your tax returns. Keep a copy for your records.

You can enter your IP PIN by hand on your tax return after you retrieve your most current IP PIN.

Don't use an (old) IP PIN from the year of the tax return you are trying to file. You can get your current IP PIN on this IRS website.

I'm not aware of a 4663C letter, but there is a 4883c letter that has to do with ID theft verification. That's a letter the IRS sends out.

I recommend you start here. You must confirm your most current IP PIN first before anything else.
