How do I address the IRS with a payment they never applied to my debt owed?
Hello I had debt that I owed in 2014 and during covid the IRS decided to use one of my refunds to pay off my debt instead of sending it out. I was fine with that but When I received the notice it said I had an overpayment in which it was applied to of $2 in which I believe was supposed to be the refund amount. In which would of paid my debt off. But instead of getting the refund or paying off my debt I still owe because of this error. The back taxes was in 2014 and the refund amount was from 2020.

You can try calling the IRS (1-800-829-1040) and explaining the situation over the phone, but it may be more helpful to meet with someone in person if possible. You can go to this IRS website to locate your local IRS office and set up an appointment.
If that doesn't work, you may want to consider contacting the Taxpayer Advocate Service. This is an independent organization within the IRS whose job is to ensure that every taxpayer is treated fairly and that you know and understand your rights.
