Can I file my parent as a dependent?

I am a u.s citizen and my parent is not and lives outside of the country, I am the only one financially responsible have been for the past years. What is needed in order to file for a parent dependent?

Since you mentioned that your parent is not a citizen and lives out of the country, the first thing I would recommend is seeing if they are a resident of Canada or Mexico. If not, then you will not be able to claim them (see page 11: https://www.irs.gov/pub/irs-pdf/p501.pdf)
If they do fit those requirements, then you will need to see if they fit the other requirements for a dependent. I'd look under the tests to be a Qualifying Relative (starting on page 11).
