FreeTaxUSA supports filing all states and you can add multiple states to any account. After you have finished one state, there will be a screen asking if you need to file another state return.

However, you can follow the menu path State > Your State Tax Returns. This page allows you to add any state after finishing your first state.

Its saying "You can only edit existing states for the amended state tax returns. You can't add or delete a state." but I want to add a state

Maybe you can file through that state directly? Do they have a website?
