Second year in a row I owe $1 for federal. I claim 0 and file single and made under 48,000. Does this seem right?

Although this is rare, it does happen. It means your withholding were very accurate and really close, but shy by $1. It is correct. The good news is there will not be any penalty since the tax due is less than $1,000. You were just a couple dollars from getting a $1 refund.
