Entered wrong street name on return 2023

Hi.. I helped a friend prepare their 2023 Federal Taxes and they are just now letting me know that they still haven't received their refund from last year yet…After thorough review, I realized that I typed the street name as Webber instead of Warren making clear as to why the delay in refund payment.
The refund was supposed to be issued on a green dot bank card and according to his account, that transaction of the funds being issued happened in March, 2024 onto the bank card. (the one that went to the wrong address).
I attempted to amend the return for clarity with the IRS (unsuccessful)
However my question is what would be the best direction for my friend to retrieve his funds?
Side note - Even though the funds were selected for a deposit on a green dot bank card, I also entered his bank account and routing number as it asked for it even if you were selecting the card option.. meaning that they already possess this information possibly making for a payment transfer?
In addition, would this be best handled with the IRS, Free tax USA or the Green Dot Bank Card folks?
