Is there a way to covert my hard paper copy of a 1099-G to a PDF file so I can finish my e-filing?

    Why do you need to do this? You don't normally have to submit or upload paper forms when you e-file. Is there some special circumstance that requires it in your case?

    If you really need to make a PDF from a hard copy, you can scan it. If you don't have a scanner, you can do it with apps on your mobile phone.

    Try using the Adobe phone app that allows you to take a scan with a phone and it makes a PDF.
