Two different localities, plus a TOTAL?

I'm having some issues figuring this one out- one of the w2s has two different localities on it plus a TOTAL one.

I thought maybe I'm supposed to do the two different localities (Adding another state to do the second one), but when I try to continue it mentions a possible error since neither have box 16 or box 17 filled (State wages and State income tax, respectively), only the TOTAL one does.

Do I add another 'state' and just do box 16 and 17 for TOTAL? Do I add it to one of the other localities?

Hello,

To add another locality, you will want to click on the “Add Another State”. You will still want to enter the state and state ID (box 15), but you will not enter an amount for the state wages (box 16) and taxes (box 17) again. Then you will enter the second locality information (boxes 18-20).

If you see a yellow alert, it generally means that something is unusual and they just want you to verify your information. If you read the alert and you know that what you have entered is correct, you can proceed without resolving the alert.
