It sounds like you are trying to pay with Direct pay?
I don't read anything that says you can't set up your account and pay.

FreeTaxUSA has a couple different way to pay taxes due too if you're interested. In this FAQ it mentions
Direct Debit, A check, money order, Credit Card, Debit Card, Electronic Payment, IRS online account in addition to connecting your bank account with Direct pay.
