Line 18 has two different dollar amounts on w2

On my W2 the 1st section shows a smaller dollar amount for line 18 then in the next section over line 18 has a higer dollar amount when added together the the total is my total annual income but both box 18s have the exact same locality code under them so its not like they are representing different taxes paid to different places i did not move or chnage jobs at all in 2025

This does depend on the state you live in, but this could happen if your state requires locality taxes be paid based on your work location as well as your home location or if your locality has separate city/county taxes that only a portion of your wages are subject to.
The difference in the boxes is just the allocation your job uses in determining your locality taxes. Some for where you work, and some for where you live, or some wages subject to one locality tax, and a different amount of wages subject to another.
It is great that the two Box 18 amounts add up to your total wages. This means the allocation is only taxing your total wages.
Entering this information exactly as it appears on your W2 into the software will correclty reflect your situation and treatment of your locality taxes.0
