If I bought new windows for a rental property because their seals were broken, can I expense these windows? Can I also claim the home energy credit against my pension income?

That is a great question!
Improvements, such as new windows, would generally be depreciated over their useful life. You may want to look into whether you qualify to use the de minimis safe harbor election to deduct these windows fully in the year purchased.
You should note, that if these are the same windows that you're claiming the home energy credit for, this will reduce the basis of the new windows.
The home energy credit can offset tax owed on pension income.

One thing to keep in mind regarding the home energy credits is that the IRS specifies, "The credits are available only for certain improvements made to second homes, and the credits are never available when the improvements are made to homes not used as a residence by the taxpayer. For example, landlords can never use these credits for improvements made to any homes they rent out but do not use as a residence themselves."
