I did not file a2022 state tax return for Oregon because I had no taxable income. If I want to file a state return for 2023. will I need to file a 2022 return first?

Not necessarily. You'll only need to file a tax return for the year if you met your state's tax filing requirements for that year. If you did not meet the filing requirements for your state in 2022, you won't need to file a 2022 tax return for that state.

    You'd just file a 2023 state return.
