Help Me Recover My Account

The phone number is no longer in service. I can not access the email address because Google keeps trying to send me a verification code toa number out of service. I am having the same problem here, i can't receive a code. How can I recover my account? I know my user name and the password but they still want to send me a code that I can't get! What do i do? Please Help
