I purchased the option to file my state taxes but the site continues to ask for payment. It will not allow me to proceed with filing. Has anyone encountered this?

I dont have deluxe and the only option I have is to get an email response. You have my payment, it is deducted from my account but you are asking for another payment as if I never paid.
Did you add another product? Sometimes when a payment fails your bank will show a pending charge. That means your order was not paid for and you need to try again. The unauthorized pending charge will drop off in several days.
