Does FreeTaxUSA let you declare full year residency as a dual status alien?
In 2023, I was on F-1 visa (non-resident alien) till June, filed marriage-based Green Card Application in June and received it in September. and became a permanent resident (resident alien). Therefore, I had a dual status year. I understand that I am able to file jointly with my spouse if I file as a resident for the whole year. How do I make this declaration on this software?

At this time, our software does not have the option to include "Dual-Status Return" on your Form 1040. If you need to file a dual-status return for 2023, you will not be able to use FreeTaxUSA to prepare your tax return. I'm sorry for the inconvenience.

While 2023 was a dual status Year for me, as I got a green card in September, I do pass the green card test. I understand that I have the option to file as a resident throughout the year if I’m filing jointly with my spouse who is a US citizen. I’m wondering if FreeTaxUSA will let me do this.

As long as you don't need to indicate "Dual-Status Return" on your tax return, you will be able to use our website to file.
