990N E Postcard Issue network error conundrum.

in Filing my taxes

I have not been able to submit this due to a consistent "network connection" or "transmission error" the moment i try to submit all the required information to file. I need to get this done because im trying to dissolve the NPO associated, but this is a required document to do so when requesting an Attorney General Waiver of Objections in CA. Anyone know what I can do to fix this tech error? I have tried different browsers, cleared cache and cookies, it's driving me crazy. Thank you, guys.
