If my 2 dependant children lived with me for 12 months, and I claimed both as dependant deductions, can the father (divorced) of one child claim only the child tax credit?

Generally speaking, child tax credit follows the child on the return where that child is claimed.
If both children are eligible to be claimed as dependents on your tax return, the children's father may not claim them and he would not receive any child tax credit.
